35th Singapore International Open
Rules & Regulations
  1. ORGANIZATION AND SANCTION
    This International Bowling Championship is organized by the Singapore Tenpin Bowling Congress and sanctioned by Asian Bowling Federation and World Tenpin Bowling Association (WTBA). WTBA Playing Rules and Regulations shall apply on matters not covered herein.
  2. ELIGIBILITY
    All current STBC members of good standing and foreign bowlers accredited by their respective Congress/Federation/Association are eligible to participate in this tournament.
  3. AVERAGES
    The STBC official average as at 30 June 02 for local bowlers shall apply for purposes of classification, subject to the bowlers having completed a minimum of 18 games. Local bowlers without the required minimum 18 games in the official STBC computation as at 30 June 02 must submit certified confirmation showing the scores of all games bowled in STBC-sanctioned leagues and tournaments.

    Overseas bowlers must submit a certification or proof of their averages as attested to by the officials of their respective Congress/Federation/Association.

    Irrespective of average, a bowler who has won a Graded/Open Masters in an STBC or WTBA sanctioned tournament in 2000 and 2001 is not allowed to participate in the Graded Division of this tournament. It is the responsibility of the bowler to ascertain whether he/she is qualified to bowl in the Graded Division under this Rule.
  4. CLASSIFICATION
    1. OPEN DIVISION
      All registered male and female bowlers, regardless of average, are qualified to play in this classification. Open Division bowlers are required to complete their All-Events of Singles, Doubles and Trios before they can play in the Master's Final.
    2. GRADED DIVISION
      Male bowlers with an average of 189 and below and female bowlers with an average of 179 and below are qualified to play in this classification. Graded Division bowlers are required to complete their All-Events of Singles, Doubles and Trios before they can play in the Master's Final.
    3. SENIOR DIVISION
      All registered male and female bowlers 50 years of age and above as at 1st January 2003 are qualified to play in this classification. Senior Division bowlers will only play in the Master's Qualifying event to qualify for the Master's Final. Women bowlers will play with the men and will be given a handicap of 8 pinfalls per game in the Masters' Qualifying event and the Masters' Final.
    4. YOUTH DIVISION
      All registered boy and girl bowlers below 22 years of age as at 1st January 2003 are qualified to play in this classification. Youth Division bowlers will only play in the Master's Qualifying event to qualify for the Master's Final.
  5. REGISTRATION OF ENTRIES
    Registration of entries, duly completed and with the corresponding payments, will be accepted at Victor's Superbowl, starting from Monday, 06 Jan 03 from 4 - 7 p.m. Entries will be accepted subject to the availability of lanes and squad time. The Tournament Committee reserves the right to accept or reject an entry, postphone, add/or cancel any squad time. In addition, from 11 Jan 03, priority will be given to overseas bowlers and local bowlers can only play when vacancies arise (please see Squad Schedule).
  6. REFUND
    No refund shall be made after an entry has been registered and accepted. A participant who fails to show up and/or is late for the scheduled squad shall be disqualified from participation in that squad and the entry fee forfeited.
  7. REPLACEMENT AND CHANGES
    No changes in squad time will be allowed on any registered entry. Only the following will be accepted:
    1. Changes and/or replacement in the trios and doubles line-up.
    2. Individual replacement in the singles / qualifying event.
  8. CHECK-IN TIME (MASTERS' FINALS)
    All participants must check-in at the tournament counter at least thirty (30) minutes before the scheduled time for the Masters' Finals, failing which they shall be disqualified and the reserve(s) shall be called. The clock in Victor's Superbowl shall be the official timepiece of the tournament.
  9. DRESS CODE (BOWLER'S ATTIRE)
    Bowlers are required to be properly and appropriately dressed for bowling. If, in the opinion of the Tournament Manager a bowler is not appropriately dressed, he/she may not be permitted to bowl. Male bowlers are not allowed to wear sleeveless shirts and/or shorts.

    In the event of TV coverage for the Step-ladder Grand Finals, it is the prerogative of the Tournament manager to stipulate the attire to be worn.
  10. BOWLING BALLS
    It is the bowler's responsibility to ensure that all bowling balls used during the tournament are verified for correctness of weight and other specifications, conforming to WTBA Rules and Regulations. The Tournament Committee reserves the right to examine the balls used by the participants. Use of an illegal ball is a ground for disqualification and forfeiture of game, prizes and standings aside from such other penalties that may be imposed if the use of an illegal ball is proven.
  11. PLAYING AREA
    Other than the players and official individual/team coach, only tournament officials shall be allowed to enter the playing area. When leaving the playing area during the competition, the bowler is requested to seek permission from the lane marshal or tournament official. Eating, drinking and smoking are not allowed in the bowlers' area.
  12. PARTICIPATION FEES & EVENTS
    1. REGISTRATION FEE
      A fee of $50.00 is payable by all participants as a Registration Fee. This will entitle a registrant to a souvenir of the tournament and an invitation to the Victory Banquet.
    2. ALL EVENTS
      A fee of $50.00 for Open Division bowlers and $30.00 for Graded Division bowlers, is payable before bowling commences in any of the events for the Open and Graded Division bowlers, as failure to do so will lead to disqualification of their All-Events score. The top 3 All-Events winners will be declared from the highest total pinfalls in the first attempt at Singles, Doubles and Trios events. A separate All Events entry is NOT required if a Graded Division bowler decides to participate in the Open Division also.
    3. SINGLES EVENT/MASTERS' QUALIFYING EVENT
      A fee of $40.00 is payable for the Singles/Masters' Qualifying event, which will consist of a 4-game series. The top 3 Singles winners in the Open and Graded divisions will be declared fro the highest total pinfalls, provided that if the same bowler registered more than one best score, only one will be considered. A Singles event score is also considered a Masters' Qualifying event score, and vice versa. Multiple attempts are allowed.
    4. DOUBLES EVENT
      A fee of $40.00 is payable for the Doubles pair, which will consist of 2 bowlers, each bowling a 2-game series. The top 3 Doubles winners in the Open and Graded divisions will be declared from the highest total pinfalls, provided that if the same pair registered more than one best score, only one score will be considered.
    5. TRIOS EVENT
      A fee of $60.00 is payable for the Trios team, which will consist of 3 bowlers, each bowling a 2-game series. The top 3 Trios winners in the Open and Graded divisions will be declared from the highest total pinfalls, provided that if the same team registered more than one best score, only one score will be considered.
    6. MASTER'S QUALIFYING EVENT
      A fee of $40.00 is payable for the Master's Qualifying event, which is open to all bowlers in the Senior and Youth divisions. The Master's Qualifying event will be based on a 4-game series, in order to qualify for the Master's Final. Multiple attempts are allowed.
    7. MASTER'S EVENT FINALS
      1. Open Master's Final
        The Master's finalist fee is $200.00 for male and $160.00 for female qualifiers. The top 36 male qualifiers (top 12 local, top 12 overseas, top 11 local/overseas and the Defending Champion) and the top 24 female qualifiers (top 8 local, top 8 overseas, top 7 local/overseas and Defending Champion) will play 16 games ( 2 blocks of 8 games each, over 2 days). In the event that the Defending Champion does not defend the title, the vacancy will go to the Local/Overseas pool. The top 6 finishers based on total pinfalls shall advance to the Step-Ladder Grand Finals.
        Step-Ladder Grand Finals
        Match 1 : The 4th , 5th and 6th placed bowler shall play a one-game roll-off, total pinfalls to count from scratch. The winner shall proceed to Match 2.
        Match 2 : The winner of Match 1 shall play the 2nd and 3rd placed bowler in a one-game roll-off, total pinfalls to count from scratch. The winner shall proceed to Match 3.
        Match 3 : The winner of Match 2 shall play the 1st placed bowler over one game, total pinfalls to count from scratch. If the 1st placed bowler wins the game, he/she shall be declared the Champion. If the 1st placed bowler loses, one more game will be played, counting from scratch and the winner of this game shall be declared the Champion.
      2. Graded Master's Finals
        The Master's finalist fee is $160.00 for male and $100.00 for female qualifiers. The top 30 male qualifiers and top 15 female qualifiers will play 12 games scratch, total pinfalls to decide the winners.
      3. Senior Master's Finals
        The Master's finalist fee is $100.00 for both male and female qualifiers. The top 24 qualifiers will play 10 games scratch, total pinfalls to decide the winners. Women bowlers are given 8 pins per game handicap.
      4. Youth Master's Finals
        The Master's finalist fee is $80.00 for both boy and girl qualifiers. The top 24 boy qualifiers and the top 12 girl qualifiers will lay 10 games scratch, total pinfalls to decide the winners.
  13. PRIZES AND AWARDS
    1. Prizes in the form of Cash Vouchers, Gift, Medallions, etc. will be awarded to the winners of the various categories. Bowling Centre House Awards do not apply.
    2. Perfect Game Award : to be notified.
  14. TIE-BREAKING PROCEDURES
    1. When a tie is registered in the Master's Qualifying event, the player with the higher high game shall be the winner. If this still ends in a tie, the next high game will be counted, and this will be repeated, until the tie is broken.
    2. When a tie is registered which will affect the award of prizes, the prizes will be shared equally among the co winners.
    3. If a tie occurs in the Step-Ladder Grand Finals, a 9th and 10th frame roll-off shall be used and/or repeated until the tie is broken.
    4. In the event of a tie occurring which will affect the determination of the top 3 positions of the Master's Finals of all the Divisions, including the top 6 positions for the Open Division prior to the Step-Ladder Finals, a one-game roll-off shall be played. If the tie still exists, a repeat of the 9th and 10th frame shall be played and/or repeated until the tie is broken.
  15. SLOW BOWLING
    1. Players preparing to step on the approach and deliver a ball shall have the following rights and obligations:
      1. They may claim right of way only over a player moving to the approach or preparing to bowl on the lane immediately to their left.
      2. They shall yield to a player moving to the approach or preparing to bowl on the lane immediately on their right.
      3. Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lane immediately adjacent to them on both the right and left are clear.
    2. If a player does not observe the procedures outlined in 15.1, it may be construed as slow bowling. A player failing to observe these procedures shall be warned by an authorized tournament official as follows:
      1. A white card for the first offence (no penalty).
      2. A yellow card for the second offence (no penalty).
      3. A red card for the third and succeeding offence in any block of games, the penalty shall be zero pinfall for the frame.
  16. VERIFICATION OF SCORES
    It is the bowler's responsibility to ensure that the correct score for each game bowled is recorded in the official score sheet by signing on the official score sheet, which will be used as the official score record. Once signed, the scores shall stand unless otherwise decided by the Tournament Manager. If the official score sheet is not signed for any reason, the Tournament Manager reserves the right to refuse acceptance of the score sheet.
  17. INTERRUPTED GAME(S)
    1. Tournament manager may authorize the completion of a game and series on another pair of lanes when equipment failure on the lanes would delay the normal progress of the series. An interrupted game and series which cannot be completed must resume from the point of interruption.
    2. In the event the score of any game is lost/erased and cannot be recalled and/or traced due to power or equipment failure, the bowler concerned will be required to re-bowl a new game when the power supply resumes or equipment is repaired. However, all scores of completed games that have been recorded on the official score sheet shall remain unchanged.
  18. PROTESTS
    1. ELIGIBILITY
      Protest (involving eligibility) must be submitted in writing to the Tournament manager or his appointed official in duty.
    2. ERRORS IN SCORING
      Errors in scoring or errors in calculation will be corrected by the Tournament Officials immediately upon discovery of such errors. Protests involving errors in scoring will only be entertained if such protests are brought to the attention of the Tournament Manager or his appointed official on duty on the spot.
    3. FOULS
      Protests involving fouls must be brought to the attention of the Lane Marshall before the delivery of the next ball.

      No protests will be entertained after the bowler has made his/her second delivery of the frame.
    4. ALL OTHER PROTESTS
      Protests involving the Masters Qualifying event must be lodged with the Tournament Manager in writing, not later than 2 hours after the completion of the squad in which the protest has arisen. When a protest involves the Master's Finals of the Open Division (Men & Women), such a protest must be lodged with the Tournament Manager on the spot, in any case before the commencement of the Step-Ladder Grand Finals. Protests involving the Step-Ladder Grand Finals must be brought to the attention of the Tournament Manager on the spot.

      No protests will be entertained after the presentation of prizes.
    5. WITH HOLDING OF PRIZES
      When a protest is lodged involving the final positions in any event and pending the decision of appeals to either STBC or ABF/WTBA, the Tournament Manager reserves the right to withhold presentation of prizes for the event pending the outcome of the appeal.
  19. INTERPRETATION CLAUSE
    The Tournament Manager, or, in his absence, his appointed official on duty, reserves the right to accept or reject any entry as he deems fit.

    Any matters arising which are not covered in these Tournament Rules and Regulations will be decided by the Tournament Manager (through adoption of the WTBA Playing Rules and Regulations). The decision of the Tournament Manager shall be final subject only to appeal to STBC, which must be made in writing within 48 hours of the decision.
  20. WTBA ADJUDICATION
    As this tournament is WTBA-sanctioned, notwithstanding Rule #19, an appeal may be submitted in writing to the Asian Bowling Federation through STBC within 30 days of the STBC's decision for final adjudication.
